The background is replaced by compositing your own pixels through a silhouette — where the mask says "person", your photograph is copied through untouched. Framing, lighting and file size are corrected. Features, skin tone and expression are not, and any result that moves them is discarded automatically.
Closed eyes, a turned head or a photograph out of focus are facts about the moment, not the presentation. We will not generate an open eye, because a generated eye is not your eye — so those come back as "take another", with the one thing to change.
Anyone can refuse a photograph. The hard part is answering "on what grounds" — months later, to someone at a counter, about a file you no longer have open.
Each specification is stored with the document it came from, the date it was read and the sentence it came from. A refusal is answered with the authority's own wording, not with an opinion. Where we set a tolerance the authority never published, the result says so in as many words.
A face engine measures — where the face is, how it is angled, how much of the frame it fills. Nothing is asked "is this compliant?", because an answer nobody can reproduce cannot be defended. The same file measured next year gives the same numbers.
